In addition to his medical expertise, Dr. Mann served his country with distinction as a Flight Surgeon, achieving the rank of Major in the United States Air Force from 1970 to 1973, and continued to serve in the USAF Reserves until 1977. It was in that same year that he founded the renowned Mann Eye Institute.

Dr. Mann is board-certified by the American Academy of Ophthalmology and is a Fellow of the American College of Surgeons. His pioneering spirit and dedication to advancing the field have led him to participate in numerous FDA clinical studies, lecture extensively on his findings, and develop innovative techniques and products to enhance surgical outcomes. A significant milestone in his career was his collaboration with Dr. Ralph Berkeley in the early 1990s, where they pioneered the development of LASIK surgery, now the most common vision correction procedure performed worldwide. To date, Dr. Mann has personally performed over 40,000 LASIK procedures and 50,000 cataract surgeries, reflecting his deep commitment to patient-centered care.

Under Dr. Mann’s leadership, Mann Eye Institute has been at the forefront of adopting advanced laser technologies for both LASIK and cataract surgeries, including being one of the first practices in Texas to offer the WaveLight Excimer Laser and the Catalys Femtosecond Laser. Dr. Mann continues to practice alongside his son, Dr. Paul Mann, Jr., ensuring the continuation of a legacy rooted in innovation and excellence.

Dr. Mann’s contributions extend beyond his practice. He is a dedicated member of Benevolent Mission International, where he provides cataract surgery and eye exams in third-world countries. He also founded the Yellow Rose Eye Foundation, which focuses on offering vision screenings for underserved children in local elementary schools.

Dr. Mann’s commitment to his community is further evidenced by his involvement in various organizations. He has served as Past President of the Rotary Club of Humble, the Executive Club of Houston, and as a Board Member of St. Luke’s Methodist Church, Centenary College of Louisiana, and the Houston Symphony. He currently serves on the Board of Directors for Windsor Group and Centenary College.
